Covington homeowners will see a reduction in their property tax rate following a unanimous decision by the Covington Board of Education.

The Board voted 5-0 on Thursday night to reduce the property tax rate for the 2026–27 fiscal year. The board lowered the rate to 86.8 cents per $100 of assessed value, down from the 2025–26 rate of 95.1 cents, said Annette Burtschy, Finance Director for the school district.

"We remain deeply committed to acting as responsible stewards of our community's tax dollars," Burtschy said.  "This rate reduction reflects our ongoing effort to balance the operational needs of our schools with fiscal accountability to Covington residents.’’

While individual tax rates are decreasing, the school district is projected to generate 4% more in property tax revenue compared to last year. District officials noted that the revenue increase is driven by rising local property valuations.

“This rate will provide Covington Independent with additional recurring local revenue to support the district’s operating budget at a time when personnel, utilities, insurance, student services, and other ongoing costs continue to increase,” said Covington Superintendent Cortnei Flucas.

Board Chair Tom Haggard said the district’s new rate is the lowest real property rate since 2003-2004.

“That represents an 8.7% reduction from last year and a 24.7% reduction from the 20 year high of 115.3 cents,” Haggard said.

The revenue generated under the new rate aligns with state-mandated caps, which allow school districts to absorb increased property wealth up to a 4% revenue growth threshold without triggering a potential public recall vote.
